FOC is presided over by a board of directors representing a wide variety of backgrounds and interests.

Julia York – President – B.A. Business Administration, Accounting. Retired Boeing: Project Manager; Business Team Leader; Industrial Engineering Manager; Technical Services Manager AWACS program; Loaned Executive – Interim Executive Director YWCA Tacoma/Pierce County; Facilitated process development, leadership development, and team building.  (Board Member July, 2012)

Steve Knutzen – Vice President

Randy Borniger – Treasurer – B.A. Economics, Accounting and Political Science, Resource Assistant Manager Trails (Recreation and Wilderness) U.S. Forest Service, Nez Perce National Forest. (Founding Board Member)

Nancy Velarde – Secretary – 20 year employee of Community Colleges of Spokane. Retired in 1999 as an Office Assistant III. United States Army Reserve and Air National Guard. Retired in 1998 as a Sergeant First Class (E-7) Overseas contractor for military 2000-2001. Past Commander, VFW Wilderness Post 8311.  (Board Member June, 2009)

Trent Woods – Director – M.S. Engineering, 20 year member of Joint School District #241 School Board, Chairman of the Elk City Water and Sewer Association, retired Elk City business Owner, and past member of Elk City Area Alliance and Director for Communities Creating Connection.(Founding Board Member)

Debbie Layman – Director – B.A, Masters in Education, Primary Teacher Elk City School; 4-H program leader and project leader for 15 years; past board member of the Community Church; Various school related committees – Strategic Planning, Community Creating Connections, and Parent/Teacher Organizations. Debbie enjoys hiking, skiing, reading and picking huckleberries.  (Founding Board Member)

Darrell Glenn – Director – Graduate Perry Technical Institute, Instrumentation and Electronics, 26 year employee of Idaho Power beginning in 1976 and retiring in 2002 as a Relay Forman, put several Hydroelectric plants online and helped put the Cogeneration plant on line in Tamarack, ID.  (Board Member May, 2007)
